You need to find business processes that will work offline for each audience. The business processes should be discrete and require no dependencies outside the process.
The fundamental question is whether you are sure offline is an appropriate choice. Suppose the application will support customer ordering in which case an offline solution may not be workable. Your product catalogue size might be hundreds of gigabytes, and data volume of this size will challenge desktop devices and is too large for phones and most tablets.
